The American Association of Diabetes Educators (AADE) is seeking passage of House Resolution (HR) 3003, which will add Certified Diabetes Educators (CDEs) as Medicare-certified providers for diabetes self-management education services.
By July 10, over 750 diabetes educators had sent e-mail messages and letters to their members of congress. The campaign kicked off in June. As a result of the letters, seven congressional representatives have added their names as co-sponsors of HR 3003, bringing the total number of co-sponsors to 30.
Passage is Important
David Holtzman, director of governmental affairs for the AADE, says passage of HR 3003 is important.
"Many of the licensed health care professionals who are expected to provide outpatient diabetes education services cannot be reimbursed by Medicare because they are not currently reimbursed under Title 8," he says. "Therefore, CDEs are foreclosed from participating as certified providers due to their lack of prior reimbursement under the Medicare program."
Standard of Care
Holtzman says the standard of care for diabetes education services, as endorsed by the American Diabetes Association, the American Dietetic Association and the AADE, is that care should be delivered using a team approach of at least two different professions who each have an expertise in diabetes. Even in rural areas, where there may be a shortage of formal health care institutions, there are many qualified health professionals with a demonstrated expertise in diabetes who could provide such educational services.
Feedback Anticipated Soon
According to an AADE press release, "Congress usually acts on bills that have a majority of the 435 members of the House of Representative signed on as co-sponsors."
"We hope to have this technical amendment included in a Balanced Budget Act Reform/Giveback bill that might emerge in September," says Holtzman.
